Marvel has made it clear with their superhero filmsthat they aren’t just looking to please movie audiences with epic blockbuster action or a sprawling shared universe – they also want to keep the comic book diehards entertained with a wealth of inside jokes, easter eggs, and direct references to the source material.

Agent Sitwell was probably talking about Dottie Underwood, an agent of the Red Room Academy.

Gifted by Thanos, the staff was wielded by Loki to lead and command the invasion to Earth. After the Battle of New York, the Scepter was confiscated by S.H.I.E.L.D. for studying until it was stolen by Wolfgang von Strucker’s HYDRA cell and taken to the HYDRA Research Base in Sokovia.

Her extensive training in the Red Room made Natasha into a warrior with few peers. She is skilled in many forms of martial arts including aikido, judo, karate, savate, and boxing. Her fighting skills are augmented by a variant of the Super-Soldier serum, which she was given as part of the Black Widow program.

While going through a list of Hydra’s targets, Sitwell quickly rattles off to Captain America “you, a TV anchor in Cairo, the other Secretary of Defense, a high school valedictorian in Iowa City, Bruce Banner, Stephen Strange, anyone who’s a threat to Hydra!”

As evidence of just how successfully HYDRA has infiltrated the American government, Senator Stern (Garry Shandling) makes a second appearance in the Marvel Cinematic Universe, after previously attempting to acquire the Iron Man armor from Tony Stark in Iron Man 2, and being forced to pin a medal to Stark’s chest in the closing scenes.
