Governor Edmund Randolph, who had refused to sign the Constitution in the Philadelphia Convention, chose Virginia’s Ratifying Convention to support adoption. George Mason had refused to sign due to the lack of a Bill of Rights in Philadelphia and would continue in his opposition.

As dictated by Article VII, the document would not become binding until it was ratified by nine of the 13 states. Beginning on December 7, five states—Delaware, Pennsylvania, New Jersey, Georgia, and Connecticut—ratified it in quick succession.

Article 18 states: Everyone has the right to freedom of thought, conscience and religion; this right includes freedom to change his religion or belief, and freedom, either alone or in community with others and in public or private, to manifest his religion or belief in teaching, practice, worship and observance.

It establishes checks and balances within the main branches of government namely the Executive, the Legislature and the Judiciary, through the doctrine of separation of powers. A constitution establishes government based on the rule of law and which is limited by law.

Why was the Constitution written? In 1787, Congress authorized delegates to gather in Philadelphia and recommend changes to the existing charter of government for the 13 states, the Articles of Confederation, which many Americans believed had created a weak, ineffective central government.
