In international law, sovereignty means that a government possesses full control over affairs within a territorial or geographical area or limit. Determining whether a specific entity is sovereign is not an exact science, but often a matter of diplomatic dispute.

Sovereignty is an abstract legal concept. It also has political, social and economic implications. In strictly legal terms, sovereignty describes the power of a state to govern itself and its subjects. In this sense, sovereignty is the highest source of the law.

Although it’s not clearly laid out in law, a territory essentially becomes a sovereign state when its independence is recognised by the United Nations. If not, though, they could choose to declare their independence, and to exist as an unrecognised state indefinitely.
