TOKYO — Japan will be carbon neutral by 2050, its prime minister said on Monday, making an ambitious pledge to sharply accelerate the country’s global warming targets, even as it plans to build more than a dozen new coal-burning power plants in the coming years.

In Japan, sea-level rise of 3.3 feet (1 meter) could put another 4.1 million people at risk of flooding, and inundate more than 900 square miles of land (2,339 square kilometers) in major cities. Such a rise is well within the range of scientists’ projections, if today’s trends in global warming pollution continue.

For Japan to take the lead and become a role model in global climate change measures, it is imperative that at the government level they take several measures: 1) set ambitious GHG reduction targets such as 40-50% reduction by 2030 and net-zero emissions by 2050, 2) radically reform current coal-fired power policy.

As the aim is to protect the nation’s health and to conserve the human environment: (1) regulation for smoke and soot, as well as dust from factories and business establishments. (2) implementation of countermeasures for hazardous air pollutants. (3) stipulating allowable limit of automobile exhaust gas, and so on.

As with other climate hazards, local factors mean that cities will experience sea level rise at different paces. Cities on the east coast of the U.S., including New York City and Miami, are particularly vulnerable, along with major cities in South East Asia, such as Bangkok and Shanghai.

Heat waves’ frequency and power are increasing in India because of climate change. The number of heat wave days has increased — not just day temperature, night temperatures increased also. 2018 was the country’s sixth hottest year on record, and 11 of its 15 warmest years have occurred since 2004.

There is likely to be fewer deaths or injuries due to cold weather, meaning populations may grow. Longer growing seasons could mean increased agricultural production in some local areas. This is a benefit to places such as the UK as more crops could be grown, with the possibility of double cropping.

More frequent and intense drought, storms, heat waves, rising sea levels, melting glaciers and warming oceans can directly harm animals, destroy the places they live, and wreak havoc on people’s livelihoods and communities. As climate change worsens, dangerous weather events are becoming more frequent or severe.

To illustrate the risk of insufficient scientific communication, if all greenhouse gas emissions were to be completely stopped starting this year, the public would expect immediate, rapid declines in global warming. However, temperatures are projected to rise at an accelerated pace for at least 13 more years.

Increased heat, drought and insect outbreaks, all linked to climate change, have increased wildfires. Declining water supplies, reduced agricultural yields, health impacts in cities due to heat, and flooding and erosion in coastal areas are additional concerns.
