As the new President, Johnson wanted to quickly bring the seceded Southern states back into the Union. He pardoned former Confederates that took an oath of allegiance, but required Confederate leaders and other people of high status to earn a Presidential pardon.

Andrew Johnson went against his native state of Tennessee when it seceded from the Union because He believed secession was wrong under the Constitution. He didn’t like the decision because he considered that under the Constitution, the states should be part of the Union.
