In fiscal year 2018, the value of public health expenditure by states and union territories together amounted to around 1.58 trillion Indian rupees. This was estimated to be around 1.28 percent of the country’s GDP.

India spent 1.8 per cent of its GDP on health in 2020-21; it was 1-1.5 per cent in the previous years. This is among the lowest any government spends on health in the world. As a result, India is among the 10 top nations with the highest out-pocket-expenditure (OOPE).

On average, OECD countries are estimated to have spent 8.8% of GDP on health care in 2018, a figure more or less unchanged since 2013 (Figure 7.3). The United States spent by far the most on health care, equivalent to 16.9% of its GDP – well above Switzerland, the next highest spending country, at 12.2% (Figure 7.3).

China does have free public healthcare which is under the country’s social insurance plan. The healthcare system provides basic coverage for the majority of the native population and, in most cases, expats as well.

Per capita health expenditure in China 2009-2019 In 2019, the level of per capita health expenditure amounted to about 4,703 yuan, which increased from around 4,237 yuan in the previous year.

Health spending per person in the U.S. was $10,966 in 2019, which was 42% higher than Switzerland, the country with the next highest per capita health spending.
