The core functions of local government include pre-school, primary and adult education; public health; town planning; roads and transport; and waste disposal. Nigeria is a federal republic with a bicameral national assembly and 36 state assemblies.

Local governments are created with the ultimate goal of bringing government closer to the people at the grassroots. In Nigeria, the local government reforms aimed both to accelerate development and to enable the local population participate and hold those in power accountable for their governance roles.

LOCAL GOVERNMENT The Constitution of the Philippines recognizes the importance of local governments. It provides as a policy that “the State shall guarantee and promote the autonomy of the local government units — especially the barangays — to ensure their fullest development as self-reliant communities.”
