AppGamer Answered: Level 1 territories are the first ones that you need to occupy during the Doomsday Event. Look for plots next your alliance center 1 or next to other alliance members plots in the outer most area of the map. once you occupy a level 1 plot you can move on to level 2 and 3 etc.

Make sure you don’t attack tiles higher than your Virus immunity level when starting out. Rinse and repeat. Attack tiles, harvest resources, clean resources, upgrade your buildings with cleaned resource items. There is much more to Doomsday last shelter, but this should get you a start in the right direction!

In the State Immigration event (Events menu) you have the option to choose a state to migrate to. The requirements for moving are: Minimum base level 10, No wounded in a doomsday lab (if you are in a doomsday event). You will also need immigration permits (item) to make the move.
