Response is putting your preparedness plans into action. Seeking shelter from a tornado or turning off gas valves in an earthquake are both response activities.

Recovery program This includes the provision of local, state, federal and private sector disaster assistance for those with unmet needs. The program is also responsible for coordinating the state and federal public assistance and individual assistance programs.

Response – the assistance and intervention during or immediately after an emergency. Recovery – the coordinated process of supporting emergency-affected communities in reconstruction of physical infrastructure and restoration of emotional, social, economic and physical wellbeing.

Emergency managers think of disasters as recurring events with four phases: Mitigation, Preparedness, Response, and Recovery.
