In the Military of the United States, a cadre is a group or member of a group of leaders, especially in units that conduct formal training schools. In United States Army jargon, the word is singular and plural. Adapted from the military usage, in Canadian police services, a cadre is an individual officer.

 Cadre job holders have their own distinctive position with well defined functions.  Non-cadres can only hold a normal position with no definite structure.  Cadre position has its own horizontal or vertical hierarchy.  Non-cadres do not have any mobility.
