Bicameral system, also called bicameralism, a system of government in which the legislature comprises two houses. The modern bicameral system dates back to the beginnings of constitutional government in 17th-century England and to the later 18th century on the continent of Europe and in the United States.

The founders established Congress as a bicameral legislature as a check against tyranny. They feared having any one governmental body become too strong. This bicameral system distributes power within two houses that check and balance one another rather than concentrating authority in a single body.

Bicameralism is the practice of having two Houses of Parliament. At the State level, the equivalent of the Lok Sabha is the Vidhan Sabha (Legislative Assembly), and that of the Rajya Sabha is the Vidhan Parishad (Legislative Council). At present, seven Indian States have bicameral legislatures.

Unicameral legislature or unicameralism is the legislative system having only one house or assembly. Conversely, bicameral legislature refers to the form of government, wherein the powers and authority are shared between two separate chambers.

Use the adjective unicameral to describe a government with only one legislative house or chamber. The word unicameral has two Latin roots, uni, which means “one,” and camera, “chamber.”

A unicameral system is more economical. A unicameral system offers greater responsibility to legislators. Legislators are more accountable to the public and their constituency because their position is a matter of public record. They are not able to urge opposite positions within the other house.

The bicameral legislature is one where the legislature consists of two houses, Chambers, factions for representation. E.g., the Congress of the United States which consists of a House of Representatives, and a Senate and Indian Parliament which consists of the House of People and Council of States.

Need for Parliament arises due to the following reasons: It is a legislative organ of the government. It helps in the law making process and also introduces new laws from time to time.

We need a Parliament because: We need a body that will represent the common people of the country in order to maintain democracy. To ensure the people get their fundamental rights. To solve the problems and fulfill legitimate demands of the people.

a) It is the final authority for making new laws in the country and changing and abolishing existing laws. b) Parliament controls the executive organ of the government. The political executive cannot function without having the mandate from the Parliament. c) Parliament controls the finances of the government.
