The Department’s 1999 request supports postsecondary education and lifelong learning–Goal 3 of the Strategic Plan–through the following: $51 billion in total student financial aid available, up $2 billion over 1998, to provide grant, loan, and work-study opportunities to over 8.8 million students.

It supervises all elementary and secondary education institutions, including alternative learning systems, both public and private; and provides for the establishment and maintenance of a complete, adequate, and integrated system of basic education relevant to the goals of national development.
