There are two ways to become a United States (U.S.) citizen – by birth or through naturalization.

• Birth certificate showing birth in the United States;
• Form N-550, Certificate of Naturalization;
• Form N-560, Certificate of Citizenship;
• Form FS-240, Report of Birth Abroad of United States Citizen; or.
• Valid unexpired U.S. passport.

Eligibility

1. Be at least 18 years of age at the time you file the application;
2. Have been a lawful permanent resident for the past three or five years (depending on which naturalization category you are applying under);
3. Have continuous residence and physical presence in the United States;

Section 308 INA confers U.S. nationality but not U.S. citizenship, on persons born in “an outlying possession of the United States” or born of a parent or parents who are non-citizen nationals who meet certain physical presence or residence requirements.

1. You must be a U.S. citizen or non-citizen national. Passports are only issued to applicants who possess U.S. citizenship or are non-citizen nationals. U.S. citizenship must be proved in order to get a United States passport unless the person is a non-citizen national.

U.S. law does not mention dual nationality or require a person to choose one nationality or another. A U.S. citizen may naturalize in a foreign state without any risk to his or her U.S. citizenship. Dual nationals owe allegiance to both the United States and the foreign country.
