In a unitary system, only one government is in control, and that is the central government. On the other hand, a confederate system is where smaller governments in terms of counties, provinces, and states yield more power than the central government.

By definition the difference between a confederation and a federation is that the membership of the member states in a confederation is voluntary, while the membership in a federation is not. Sometimes confederation is erroneously used in the place of federation.

What is the main difference between federal and confederal systems of government? In a federal system there is centralized authority, while in a confederal system power is distributed equally among the states. must follow decisions made by the central government.

A unitary system has the highest degree of centralization. In a unitary state, the central government holds all the power.

In a unitary system the only level of government besides the central is the local or municipal government. Within a federal system the state or provincial governments share sovereignty with the central government and have final jurisdiction over a broad range of policy areas.

Unitary System Power is not shared between states, counties, or provinces. Examples: China, United Kingdom (although Scotland has been granted self-rule).

Classifying a particular state as federal or unitary is usually straightforward, though in some cases it can be more difficult. The United States and Switzerland are clearly federal states; all of the above-mentioned characteristics of the federal state are present in their constitutional systems.

All countries of the world follow either a federal system or a unitary system. China is a country with a unitary system. Establishing special administrative regions under such a system falls within the principle of “one country, two systems” and does not contradict the unitary system.

The dominant theory in mainland China, the only officially adopted one, prescribes that “the PRC is a unitary state,”4 and the SAR, under the principle of “one country, two systems,” remains a system that parallels the other autonomous systems within the Chinese state.
