For a moment, Minneapolis had the most dramatic plan for police reform in the United States. In June, as the nation rose up in protest after a Minneapolis police officer killed George Floyd, the city council unanimously voted to disband the city’s police entirely and start anew.

“Defund the police” means reallocating or redirecting funding away from the police department to other government agencies funded by the local municipality. Defund does not mean abolish policing. And, even some who say abolish, do not necessarily mean to do away with law enforcement altogether.

Those against the plan said the City Council was acting irresponsibly and has bungled its attempts to bring change. They cited increasing violence, saying they don’t feel safe.” The latest vote is a long way from action the council took in June, when it unanimously voted to eliminate the police department.

The “Transforming Public Safety Charter Amendment” is the latest step in efforts to disband the Minneapolis Police Department as it currently exists and replace it with a new charter department that would provide public safety services, including law enforcement.

Working Groups have long-term mandates, but they should not be considered open ended. Regarding Task Forces, they are set up by the Congress or the Governing Board for a limited period of time, to deal with specific assignments or tasks of either a technical or organisational nature.
