You can apply bleach to your hair without developer, but it won’t lighten your hair. Developer alone will lighten your hair, but it won’t lighten it very much. Developer is stable because it’s acidic.

The quick and dirty answer here is that you don’t. In order to bleach wash or soap cap (insert other terms here), you have to use equal parts bleach, developer, and shampoo. Otherwise there’s nothing to activate the bleach. Rinse, shampoo with gentle shampoo, and apply a deep conditioning treatment.
