Getting to Argus for the first time is pretty straightforward – just follow the main questline. You have to accept the Argus introduction quest from Archmage Khadgar at the Violet Citadel. Yes, you can meet the Rep and Questline requirements for the Legion Allied Races on the opposing Factions. BfA not so much for obvious reasons. You can earn the rep on a Horde character but you still need a 110 Alliance character in order to go through the quest-line that recruits them.

First you have to go to Dalaran (Broken Isles), go to the Violet Citadel and speak to Khadgar there. Take the quest Uniting the Isles. Turn in to Khadgar in front of you, then make your way to Krasus’ Landing. Khadgar is now here, and will give you Armies of Legionfall.

If your character is level 50 or above, visit the Hero’s Call Board in Stormwind or the Warchief’s Command Board in Orgrimmar and pick up the Broken Shore option “Fight The Legion”. This will grant you the quest “The Legion Returns” (Alliance/Horde).

There are several dozen World Quests up at once at the same time, so completing this should go quickly.
