When the particles in the snow reach 0°C (32°F), they have reached the melting point of water. The particles now move more freely than they did when they were solid snow, and the snowman starts to melt.

In this case because we have put coats on to keep warm there is a tendency to believe that the coat will also make the snowman warm so that it will melt quickly. In fact the coat acts as an insulator, reducing the movement of energy in either direction.

The magician, realizing his hat is magical and could be worth money, follows them. He locks Frosty in a greenhouse full of tropical plants, where Frosty melts. But Santa shows up, threatens the magician with a lifetime sentence on the naughty list and gets the hat back.

After Hinkle runs home to write his apologies, Santa brings Frosty back to life with the hat, drops Karen off at her house, and takes Frosty to the North Pole, promising Karen that he will return every year with the magical Christmas snow.

He sucks as a magician, so the performance sucks, and the kids lose interest. They run outside to build a snowman. The White Rabbit, whom the Magician BROUGHT with him and presumably cares for on off hours, snatched his hat and ran directly to Frosty. The kids take this stolen hat, put it on Frosty, and he comes alive.
