In the Treatise Hume draws a fundamental distinction between two kinds of liberty. Hume’s key point here is that free actions are those that are caused by the agent’s willings and desires. He will judge the world in righteousness; he will govern the peoples with justice. The LORD is a refuge for the oppressed, a stronghold in times of trouble.

What is the definition of mercy? Mercy is the compassionate treatment of those in distress, especially when it is within one’s power to punish or harm them.
