Penalties are not reviewable if they are judgment calls (e.g. holding, pass interference). Penalties that are purely factual (e.g. 12 men on the field/in the huddle, illegal man downfield, delay of game) can be called pursuant to a review.

Teams cannot contest a penalty call or the lack of a penalty call, even if the blown call is obvious. Most challenges involve the possession of the ball, whether a player is down or the spot of the ball.

Note that the spot of the ball may be challenged in certain cases. In such cases, a decision to respot the football is not enough to win the challenge; only when the ball is respotted and the ruling on the field is reversed by remeasurement is the challenging team not charged a timeout.

In 2019-20 the NHL expanded video review (theoretically, a move aimed at getting more correct calls), but also implemented a new rule to make coaches more reluctant to challenge anything. Now, anytime that a team challenges any call and loses the challenge, they get a minor penalty.

Coaches are given two challenges per game. They are not charged one if the call is overturned. The first unsuccessful challenge is a minor penalty. The second is a double-minor penalty.

The new rule allows coaches to initiate challenges at any time in-game, rather than only if the team has a timeout remaining. In the past, teams would lose the timeout if their challenges were unsuccessful. Now, teams have “escalating” consequences starting with a minor penalty for delay of game.

Coaches can choose to challenge a goal that follows a play in the offensive zone that should have resulted in a play stoppage. This includes a puck hitting the netting above the glass, one that his touched with a high-stick, or hand passes.

Overtime consists of two 15 minutes periods separated by a 1 minute break. If the score is still tied after overtime, a penalty kick shootout will determine the winner.

Sudden Death happens right after normal play. If the game is a tie after the minute of play given at the beginning, the game goes into Sudden Death. The rules of Sudden Death are simple: the first person that scores first wins. However, during Sudden Death, the players cannot gain Power Shots.
