The reason Vegeta could’nt go SSJ3 is because Goku is a Honour Gene. Honour Gene’s can go SSJ3. However, Vegeta wasn’t a Honour, instead he is a Pride Gene. Pride Gene’s can only go SSJ, ASSJ, USSJ, SSJ2, and SSJ4.

My guess is that he doesn’t want to use it. Kaioken has draw backs. It burns power very easily and can only be maintained for a short period of time. Vegeta focuses more on base power and learning to max out a transformation.

Vegeta stated that the reason he didn’t turn into an SSJ4 when he was Golden Oozaru before was because Baby was inside his body. He still needed the Golden Oozaru as an intermediate state before he could control and then turn into SSJ4. Vegeta has been shown later to turn into SSJ4 from base.

Couple of reasons: SSJ4 is a form that requires Goku and Vegeta to grow back their tails. Since that isn’t happening any time soon, they can’t access SSJ4.
