There is a finite amount of zombies. The amount is unknown but is big enough that you are unlikely to kill every single zombie ever. The town population shown in the spawn location selection screen is just flavor text and doesn’t reflect the amount of zombies.

There are many, many tricks to surviving in Project Zomboid. Given the right combination of luck, planning and quick reactions, you can survive indefinitely.
